American Recovery and Reinvestment Act
The American Recovery and Reinvestment Act (ARRA) of 2009 is “a historic opportunity to advance education” according to U.S. Secretary of Education Arne Duncan. These funds are intended to support education reform and school improvement by:
- making progress toward rigorous college and career ready state standards and assessments,
- establishing data systems that track progress and foster continuous improvement,
- making improvements in teacher effectiveness and in the equitable distribution of qualified teachers for all students, particularly students who are most in need, and
- providing intensive support and effective interventions for the lowest-performing schools.

The ARRA Incentive and Innovation Grants, referred to by the administration as the Race to the Top fund, will help states drive substantial gains in student achievement by supporting states effectively using other ARRA funds and making dramatic progress on the four reform goals listed below:

Elementary and Secondary Education Act
Title I, Part A of the (ESEA)
The ARRA provides $10 billion in additional Fiscal Year (FY) 2009 Title I, Part A funds to local education agencies (LEAs) for schools that have high concentrations of students from families that live in poverty in order to help improve teaching and learning for students most at risk of failing to meet state academic achievement standards. These funds create an unprecedented opportunity for educators to implement innovative strategies in Title I schools that improve education for at-risk students and close the achievement gaps while also stimulating the economy.

DAIT (District Assistance and Intervention Team)
Pivot Learning Partners is a state-approved provider for the DAIT program to support districts identified as Program Improvement. Pivot DAIT teams give districts access to the latest research and to the experience of education professionals who understand the challenges they face. Pivot’s approach to DAIT combines the state-approved process with Springboard’s research-based professional development and follow up coaching support. Data shows that Program Improvement schools in Pivot Partner Districts consistently improve at a faster rate than those in non-Pivot districts.
SB 472 – MATH
All students deserve a curriculum which is engaging, rigorous, and aligned with standards. And all teachers deserve access to the best possible instructional materials. Professional learning communities of teachers draw on these materials to create a strong foundation of common practice that helps teachers improve and students learn more. But none of this can happen without high quality professional development programs for teachers. Pivot Learning Partners is committed to providing such a program.
Pivot Learning Partners is an approved provider for several state-adopted textbook series.
BALANCED MATH
As an alternative to the SB 472 five day training, Pivot Learning Partners now offers districts the option to choose a flexible delivery model of either two, three or four days of training on their adopted textbook series for Math. This curriculum-based professional development is drawn from Pivot’s approved SB 472 Institute Program and enables districts to determine the number of training days based on their needs.
Teachers begin their training on Day 1 with a Foundation Day (CA math framework, academic content standards, components of a balanced math program, and the Three-Phase Instructional model) and then continue on through one or more of these additional topics as determined by the district: Instructional Strategies; Assessments, Instructional Planning, and Intervention; and, Universal Access. Pivot Learning Partners believes that through relevant, rigorous modeling of equitable best practices for classroom instruction, teachers can help all students achieve to their highest level.
LEADERSHIP AT THE SCHOOL LEVEL: A SERIES FOR PRINCIPALS
Our comprehensive approach to supporting principals allows us to create a customized program to support all principals or one that focuses on new principals, or on the challenges of leading an underperforming or “Program Improvement” school. Participants learn how to:
• Harness the power of Professional Learning Communities to drive improvement
• Use a data-driven Cycle of Inquiry process to narrow the achievement gap
• Develop the cultural competence to truly engage and embrace diversity
• Conduct classroom walkthroughs that actually help teachers improve their practice
• Use a “leadership cycle” approach to translate vision into practical actions
EQUITY
The work to create a more equitable school system – one which provides high quality teaching and ensures that all children learn to high levels – must happen on multiple fronts. Do systems and structures provide all students with access to challenging learning opportunities? Is the curriculum all students experience rigorous, engaging, and standards-aligned? And do adults throughout the system approach their work with sufficient “cultural proficiency” to engage diversity and create a welcoming learning environment for all?
This workshop will explore these and other issues in the context of our growing research base about the strategies and approaches in place in those schools and districts making the most progress in closing the achievement gap.
SUPPORTING ENGLISH LANGUAGE LEARNERS
One of the greatest challenges facing teachers is the profusion of languages in their classrooms. Yet we know from research that teachers cannot succeed alone. This seminar draws from best practices research to identify the strategies used by successful schools and districts to put in place the systems, structures, processes and culture necessary to meet the needs of EL students in their district and schools.
THE EXECUTIVE LEADERSHIP NETWORK
The ELC provides Superintendents with a rare chance to interact with colleagues and explore provocative readings and the latest research from Pivot Learning Partners and others. Seminars are led by experienced Pivot Learning Partners facilitators who are current or former Superintendents. The ELC is presented by Pivot Learning Partners in partnership with ACSA, the Association of California School Administrators. Contact us for specific dates and locations.
MASTERFUL DISTRICT LEADERSHIP
Participants in these regional workshops will work as a cross-district professional learning community to learn and begin to use a data-based decision-making process that focuses on the improvement of professional practice at the district level. We’ll explore how to examine and refine district policies and practices in order to help raise achievement and close achievement gaps among students.
