Cathy Townsley

Cathy Townsley
Regional Director

In 1992, Cathy was named Marin County Educator of the Year. She was also a Summer Fellow at UC Berkeley Bay Area Writing Project. Prior to joining PLP, Cathy was a Superintendent for the Ross School District from 1986-2005 and a Principal at Reed School District from 1968-1986. She is most proud of her experiences supervising statewide DAIT and SIG materials development, particularly her involvement in the design and production of professional development for school leaders, and her work as a Project Lead for Program Improvement and DAIT Partnerships. Cathy is also a member of the Association of California School Administrators.


Chris Anderson
* Project Lead for Sonoma Valley USD, Petaluma City Schools and Ukiah USD

Chris Anderson

Chris Anderson is the recipient of the Outstanding Young Educator award, the Outstanding Doctoral Student award, Marin County Superintendent’s Leadership award and the Marin County Educator of the Year award. Prior to working at PLP she worked as the Asst Superintendent of Curriculum and Instruction at Tamalpais UHSD. She has also served as the Executive Director of the Education Task Force, a consortium of eleven school districts in Southern Marin, for approximately 10 years and as an Auditor with Curriculum Management Systems Inc for 19 years.

She is most proud of bringing the Southern Marin Co. community together to create and implement common K-12 student learning outcomes for all Education Task Force districts and helping guide staff to collaboratively create the assessments and professional development to support implementation.


Marge Gratiot
* Northern California Project Lead for Galt Joint Union Elementary School District
* Working with PLP since July, 2005
* MA in Elementary Curriculum from Stanford University in 1965, PhD in Administration and Policy Analysis from Stanford in 1980

Marge Gratiot

Marge has been the recipient of the ACSA Superintendent of the Year Award in 1995 and the AAUW Status of Women Award in 2000. She is most proud of her work as Superintendent with Los Altos School District, which improved it’s curriculum and instruction strategies to reach the highest student achievement in the state several years in a row. She has published an article in Thrust for Education on Religious Schools and Parent Choice and has served as a panelist in several associations.

Prior to working with PLP, Marge was the Assistant Superintendent for Los Altos School District and also served as a consultant for the Stanford Law School for Collective Bargaining Agreements. She is currently a member of ACSA.

 


Peggy Green
* DAIT and Project Lead, Content Developer

* BA in Psychology and Special Education from Western Washington University – 1974

* Pre-doctoral Program at Drake University - 1985

Peggy Green

Peggy received the teacher of the year award In Madera County and Superintendent of the year in Contra Costa County and views those years as the greatest growing years for her. Her district had one of the first standard’s based report cards in California and their work as a county produced standards before the state adopted standards.  It was a very progressive and cutting edge time in the state.

Prior to joining PLP, Peggy worked as the Superintedent at Byron Union School District, and as an Assistant Superintendent of Curriculum and Director of Special Education at Mendota Unified School District. She is a member of ACSA and ASCD.


Lorna Sheveland
* Project Lead for Berkeley USD
* Working with PLP since July 2004
* BA and MA from CSUS – 1978

Lorna Sheveland

Prior to working with PLP, Lorna worked as the Assistant Superintendent for Curriculum and Instruction at San Juan USD in Sacramento. She has also been the President of the California Staff Development Council and the President of the local ACSA chapter in Sacramento. She is published by Bureau for Educational Research and the California Staff Development Council.

Lorna is most proud of developing and running the Special Education Resource Network region of 10 counties in northern California for four years. In this position, she and her staff  introduced the public law to educate all students with disabilities.  They served 14 different target audiences from teachers to doctors.  It was pioneering work; exciting and challenging.


Ray Tolleson
* Project Lead for Twin Rivers Unified School District
* Working with PLP since August, 2005
* BA from California State University in 1960; MA from California State University in 1974; Doctoral Work from Brigham Young University from 1974-1975

Ray Tolleson

Ray came to PLP from San Juan Unified in Carmichael, CA, where he was the Superintendent of Schools, covering nearly 48,000 students. Prior to that, he acted as the Special Advisor to the Department of Defense Undersecretary of Military Community and Family Policy, as well as operated as the Interim Director at the Department of Defense Educational Activities from 1998 through 2003. In his years in the classroom, he has taught everything from social sciences in elementary schools to personal administration and leadership at the college level. He is most proud of San Juan Unified being selected by Money Magazine as one of the top school districts in the nation during his superintendancy.  

Ray is associated with the Association of California School Administrators, from whom he received ACSA’s highest award, the Fred Kiesel Memorial Distinguished Service Award. He is also affiliated with The United Way, and Linking Education and Economic Development (LEED).

 


Elva Young
* Northern California Project Lead for Lodi Unified
* Working with PLP since June 2007
* BA in Secondary Education from the University of Hawaii, MA in Speech/ Communications from University of Hawaii, MA in Educational Administration from USF

Elva Young

Elva was chosen as the Distinguished Graduate for La Verne University’s “75 Years of Excellence in Teacher Education". She has also successfully authored and won a number of grants including the Academic Mentor Grant, Safe Schools Grant and SB 1274 Grant.

Prior to working with PLP, Elva worked as the Director of Secondary Education for Elk Grove Unified. In this position, she worked directly with the Associate Superintendent of Secondary Education, and together, they supervised and evaluated 9 secondary high school principals and 9 middle school principals.  She also implemented and monitored instructional programs and other major instructional initiatives at the secondary level. All of her professional experience continues to instill pride in what she does today as a project lead and coach.
